Kelvin was born November 16, 1964 in Tyler, Texas to Paul (Richard) Shackelford and Mary Shackelford. Kelvin professed his faith in Christ at Browning Memorial serving as an alter boy at a young age.

He attended Chapel Hill ISD graduating in 1984. Shortly after graduating he worked in a wrecking yard before enlisting in the United States Army on the 23rd of January 1988. He resided in Georgia for over 30 years until recently moving back to Texas this year.

He was preceded in death by his grandparents, father Paul Shackelford and one nephew Licori Shackelford.

Kelvin's life will be celebrated and remembered by his mother Mary Williams, son Devin Shackelford (Taylor) of Georgia, daughter Ivanna Shackelford of California; brothers Danny Shackelford of Tyler,Tx; Richard Shackelford (Lisa) of Georgia and Tommy Shackelford of Tyler and a host of several aunts,uncles, nieces,nephews and great nieces and nephews.
